(Yamaha Tracer 700, Yamaha grips). It started a few weeks ago, but at first it would do this for the first 3 or 4 attempts, and then on the fourth or fifth they would come on as normal. A quick and easy procedure might be to find the connector in the wires that go from the controller to the cold heated grip, open it, inspect it.
